Abstract

Este documento propone una guía práctica para diseñar e implementar retos de inteligencia artificial como instrumentos de innovación pública orientados a resolver problemas estratégicos del sector público. Su objetivo principal es cerrar la brecha de documentación sobre este tipo de iniciativas, ofreciendo una sistematización de aprendizajes basada en la experiencia de Fedesarrollo durante el acompañamiento a la Agencia Distrital para la Educación Superior, la Ciencia y la Tecnología de Bogotá en el diseño de la convocatoria ria para la solución de retos de ciudad con inteligencia artificial y tecnologías emergentes (Atenea, 2024). A partir de esta experiencia, el texto presenta una metodología replicable, detalla las fases clave del proceso, y ofrece recomendaciones para mejorar su pertinencia, viabilidad y sostenibilidad. Además, identifica desafíos comunes en la implementación y propone formas de mitigar riesgos técnicos, institucionales y operativos.
