Análisis del mercado de bebidas alcohólicas de Bolívar: Propuestas para hacer más eficientes sus finanzas públicas

Abstract

Fedesarrollo tiene como objetivo central de este estudio el mercado de bebidas alcohólicas para el departamento de Bolívar. El trabajo tiene varios objetivos específicos en donde resaltan un estudio del mercado de licores del país y de Bolívar mostrando las principales tendencias por tipo de bebidas. También se analiza en detalle la importancia de los ingresos fiscales por el impuesto al consumo de estas bebidas y otros gravámenes departamentales. Igualmente, se desarrolla un análisis del marco normativo en el monopolio de licores en el departamento, eso con miras a identificar las mejores opciones para que las autoridades del departamento tomen las mejores decisiones para incrementar el recaudo por la producción y comercialización de bebidas alcohólicas en su jurisdicción. En otras palabras, se busca maximizar los ingresos del departamento para lo cual se evaluaron diferentes opciones como producción de sus marcas registradas y propias, mejorar las condiciones de comercialización u, ordenar la producción de licores al interior del departamento, entre otras opciones más. Finalmente, se estimó en específico cada una de las opciones propuestas, tres escenarios y su impacto sobre los ingresos tributarios del ente territorial en los próximos anos; para esto se adelantó un análisis de sensibilidad fiscal de estas recomendaciones.****** Abstract: Fedesarrollo's objective is the market for alcoholic beverages for the department of Bolívar. The work has specific objectives where a study of the liquor market of the country and Bolívar stands out, showing the main trends by type of beverage. The importance of tax revenues from the consumption tax on these beverages and other departmental taxes is also analyzed in detail. Likewise, an analysis of the regulatory framework in the liquor monopoly in the department is developed, identifying the best options so that the authorities of the department make the best decisions to increase the tax collection for the production and commercialization of alcoholic beverages in their jurisdiction. In other words, it seeks to maximize the income of the department, for which different options were evaluated, such as the production of its registered and own brands, improving marketing conditions, or ordering the production of liquors within the department, among other options. Finally, each of the proposed options was specifically estimated, three scenarios and their impact on the tax revenues of the territorial entity in the coming years; For this, a fiscal sensitivity analysis of these recommendations was carried out.
