Estudio para el diseno de un marco regulatorio en Colombia de los productos de tabaco calentado, cigarrillos electrónicos y sistemas similares con y sin nicotina

Abstract

Los Productos de Tabaco Calentado (PTC) y los Productos para Vapear (PV), entre los cuales se encuentran los Cigarrillos Electrónicos, Sistemas Electrónicos de Administración de Nicotina (SEAN) y los Sistemas Similares Sin Nicotina (SSSN) son productos novedosos en el mercado. Actualmente, existen diferentes posturas frente al uso e impacto en el consumidor de los PTC y PV con y sin nicotina, con respecto al cigarrillo convencional. Los PTC y PV son productos que ingresaron al mercado para transformar la industria del consumo de tabaco y nicotina; sin embargo, hay notoria evidencia científica de la afectación en la salud del consumidor; por esto, se considera esencial regular el mercado para definir las reglas de juego sobre la producción, distribución, venta, consumo y educación en torno a su uso. Adicionalmente, se espera que la regulación resultante, adopte cualquier otro producto de tabaco novedoso que quiera ser introducido al mercado en el futuro, que tenga nicotina, o se cree como sustituto de los cigarrillos.****** Abstract: Heated Tobacco Products (HTC) and Vaping Products (VP), among which are Electronic Cigarettes, Electronic Nicotine Delivery Systems (ENDS) and Electronic Non-Nicotine Delivery Systems (ENNDS) are new products in the market . There are different positions regarding the use and impact on the consumer of HTPs and VPs with and without nicotine, compared to conventional cigarettes. HTPs and VPs entered the market to transform the tobacco and nicotine consumption industry; however, there is notorious scientific evidence of the effect on the consumer health. For this reason, it is considered essential to regulate the market to define regulation on production, distribution, sales, consumption, and education regarding its use. Additionally, the resulting regulation is expected to adopt any other novel tobacco product that may be introduced to the market in the future, that contains nicotine, or is believed to be a substitute for cigarettes.
