Índice de riesgo de corrupción en el sistema de compra pública colombiano a partir de una metodología desarrollada por el Instituto Mexicano para la Competitividad

Abstract

El Instituto Mexicano para la Competitividad -IMCO-desarrolló una metodología para medir el riesgo de corrupción en el sistema de compra pública mexicano para lo cual estableció una serie de indicadores organizados en tres dimensiones: (i) falta de competencia; (ii) falta de transparencia; y (iii) anomalías en los procesos de compra pública. Este trabajo muestra los resultados de replicar esta metodología en Colombia sobre las bases de datos del Sistema Electrónico de Contratación Pública -SECOP- para 7.379 entidades estatales de nivel nacional y subnacional, con los registros efectuados entre el 1 de enero de 2014 y el 30 de junio de 2018, y el resultado del cálculo de 32 indicadores.
