El marco institucional para la regulación, supervisión y el control de los servicios públicos en Colombia: propuesta para su fortalecimiento

Abstract

"El propósito de este documento es, precisamente, elaborar dicho diagnóstico y formular una serie de reomendaciones para logar el fortalecimiento de las instituciones encargadas de la regulación y la supervisión de las empresas proveedoras de servicios públicos en Colombia. Este diagnóstico y las respectivas recomendaciones se enmarcan, primero, en un marco conceptual para la regulación de los servicios públicos- sección II - y, segundo, en un análisis jurídico del desarrollo de las funciones de regulación y de control, inspección y vigilancia en el país, que se presenta en la sección III. A continuación se elabora el diagnóstico institucional, sección IV, antes de referirse en detalle a los principales problemas que se identifican en la operación de las comisiones de regulación, algunos de los cuales son igualmente aplicables a la Superintendencia de Servicios Públicos Domiciliarios. La sección V contiene las propuestas específicas que se formulan".
