Abstract

El sistema político colombiano, a pesar de la reforma constitucional de 1991, está fallando en su intento de proveer un nivel adecuado de bienestar público en la dimensión crucial de la ley y el orden. La violencia rural y urbana, la guerra civil y la expansión de la producción de cocaína se han incrementado al punto que la seguridad y la violencia se han convertido en una preocupación prioritaria para los ciudadanos colombianos.
