Abstract

******ABSTRACT: The situation of insolvency led Valledupar to sign a Restructuring Agreement of Liabilities in 2014. This work analyzes the evolution of public finances of this municipality before and after signing the agreement, comparing this evolution with what was recorded in cities of similar development and population. Based on information from the budget executions, it is evident that expenditures in Valledupar show an unsustainable trend in the medium term. Although the total income of the municipality has grown at rates similar to those of comparable municipalities, the capital deficit of Valledupar compromises the fiscal viability and the fulfillment of the commitments acquired in the restructuring agreement of this territorial entity.
