¿Los consumidores colombianos de combustibles reciben subsidios o, en neto, pagan impuestos?

Abstract

El objetivo del documento es analizar los subsidios e impuestos al consumo decombustibles en Colombia y verificar si los primeros han sido mayores que los segundos.El marco conceptual es un modelo simple de equilibrio parcial donde existen sólo dosagentes: el sector público (paga subsidios y cobra impuestos) y el consumidor decombustibles (recibe subsidios y paga impuestos). Las estadísticas indican que el subsidioal consumo, el cual genera una pérdida de eficiencia y bienestar para el país, ha osciladoanualmente alrededor de 0,8% del PIB. Por otro lado, los impuestos a los combustibles hanoscilado anualmente alrededor de 1,1% del PIB. En neto, los consumidores colombianosde combustibles han recibido un subsidio negativo, es decir, han pagado impuestos.
