�Porque El Desempleo En Ibagu� Ha Sido Tan Alto?

Abstract

Hasta el a�o 2000, el desempleo de Ibagu� era similar al de las otras ciudades. S�lodesde entonces, comenz� a exhibir niveles m�s altos y persistentes. En este art�culo sesostiene que ese mayor desempleo se origina principalmente en factores de demanda. Adiferencia de lo ocurrido en las dem�s ciudades, en Ibagu� la crisis iniciada en lasegunda mitad de los noventa fue m�s larga y m�s prolongada; apenas recientementeest� saliendo de ella. La mayor participaci�n laboral de la ciudad ha sido -no la causadel desempleo- sino m�s bien un s�ntoma de la depresi�n en que se sumi� por largosa�os la econom�a moderna. El elevado y persistente desempleo que ha exhibido Ibagu�ha sido una manifestaci�n sist�mica de la baja calidad del empleo (la alta informalidad);los bajos ingresos laborales y la pobreza de la ciudad y no admite solucionesparticulares por grupos poblacionales. Para reducirlo hay que modernizar el empleo yelevar la productividad y los ingresos; se requiere de la movilizaci�n de las fuerzasociales locales y el concurso del Gobierno Nacional. Por el lado del desarrollo futuro yde los retos locales generados los diversos acuerdos de libre comercio en que secomprometa el pa�s, es preciso afinar las prioridades y compromisos en materia deAgenda Interna" para el Tolima y para Ibagu�. Paralelamente, las autoridades localesdeben -en colaboraci�n con las fuerzas sociales y los gremios- elaborar un Plan de largoplazo contra la pobreza y en particular contra extrema que, debe hacer �nfasis en lalucha contra el desempleo y complementarlo con algunas estrategias en materiaeducativa."
