Distribución de ingresos en el sistema pensional y el impacto de algunas medidas de flexibilización

Abstract

Este estudio pretende realizar estimación de la cobertura y los impactos en distribución de ingresos de los dos regímenes pensionales vigentes en Colombia. Para el estudio se consideró la población afiliada al Régimen de Ahorro Individual con Solidaridad (RAIS) y se evaluó bajo los parámetros de los dos regímenes pensionales. Los resultados obtenidos revelan una mayor cobertura en el RAIS que en el Régimen de Prima Media (RPM). Adicionalmente, se evaluó el impacto sobre estas variables de diferentes modificaciones paramétricas realizadas en cada uno de los sistemas. Se evidenció que la flexibilización de algunos de los parámetros, como las semanas mínimas requeridas para el acceso a la Garantía de pensión mínima, tienen impactos positivos tanto en cobertura como en distribución.
