Emissão de Moeda e Dívida Durante a Pandemia do COVID-19

Abstract

O caminho mais seguro para combater a recessão e o desemprego que decorrerão da pandemia em curso passa pela emissão massiva de dívida pública e moeda. Mas a equipe econômica resiste a esta solução. Argumenta-se que a emissão de moeda é inflacionária, enquanto o descontrole da relação dívida pública/PIB reduz a confiança do mercado. Ambas as situações comprometem o crescimento econômico. Estes argumentos se baseiam na hipótese de que o mercado contém todas as informações necessárias para o cálculo estatístico requerido para se prever a trajetória futura de variáveis econômicas. Esta hipótese não é consensual na literatura. Esta nota tem por objetivo demonstrar, com base na Escola Pós-Keynesiana, que durante a recessão, e após sua superação, a emissão de moeda e de dívida não trará os problemas citados, como também é a melhor opção para se combater a recessão econômica e o desemprego.
