BREXIT-Wirtschaftsperspektiven für Deutschland und NRW: Mittel- und langfristige Effekte & Politikoptionen

Abstract

Mit dem absehbaren BREXIT ergeben sich für Deutschland und insbesondere NRW eine Reihe vonökonomischen Herausforderungen; zugleich für NRW auch bestimmte Chancen. Der BREXIT, der auf einem nicht-ordnungsgemäßen Referendum in 2016 beruht, bedeutet für Deutschland in Abhängigkeit von der Art des EU-UK-Freihandelsabkommens nach dem BREXIT eine mittel- und langfristige Einkommensdämpfung durch die Verminde-rung der deutschen Exporte nach Großbritannien. Zudem gibt es einen Exportdämpfungseffekt speziell auch Richtung den Niederlanden und Belgien, die mit UK handelsmäßig bislang relativ stark verflochten sind. Gleichzeitig sind erhöhte Direktinvestitionszuflüsse aus UK zu erwarten. Für NRW bzw. Deutschland gibt es zugleich Chancen, rückwanderungswillige EU-Auswanderer aus UK für den Arbeitsmarkt zu gewinnen und dabei speziell das Fachkräftedefizit mittelfristig zu vermindern. Kurzfristig sind die regionalen NRW-Jobverluste durch den BREXIT überschaubar. Die NRW-Landesregierung wäre gut beraten, sich speziell um Rückkehrer aus UK verstärkt bzw. aktiv zu bemühen, wobei auch an konzertierte Aktivitäten von IHKs in Kooperation mit der Landesregierung zu denken ist.
