Reading Between the Lines: A Quantitative Analysis of Colombia’s Central Bank Minutes

Abstract

Central bank communication is a critical policy tool for inflation-targeting regimes. We analyze the tonality of monetary policy minutes to uncover inflationary pressures in Colombia. Three key findings emerge: (1) tonality reflects easing and tightening of monetary policy, rising preemptively before rate hikes (e.g., the pre-2015 oil shock) and falling during policy rate reductions; (2) during crises such as COVID-19, tonality fell during the acute COVID-19 shock but surged in its aftermath, signaling latent inflationary risks; and (3) the tonality of central bank minutes is associated with subsequent adjustments in inflation expectations, with a more hawkish tone followed by a downward revision in expected future inflation relative to the current inflation. This association is stronger when policy decisions are unanimous. We emphasize the role of central bank communication in conveying information relevant to the formation of inflation expectations. *** RESUMEN: La comunicación de los bancos centrales es un instrumento de política fundamental en los regímenes de meta de inflación. Analizamos la tonalidad de las minutas de política monetaria para identificar las presiones inflacionarias en Colombia. Surgen tres hallazgos principales: (1) la tonalidad refleja las fases de endurecimiento y relajamiento de la política monetaria, aumentando de manera preventiva antes de los incrementos en la tasa de interés (por ejemplo, previo al choque petrolero de 2015) y disminuyendo durante las reducciones de la tasa de política; (2) durante crisis como la del COVID-19, la tonalidad cayó durante el choque agudo de la pandemia, pero repuntó en su fase posterior, señalando riesgos inflacionarios latentes; y (3) la tonalidad de las minutas del banco central está asociada con ajustes posteriores en las expectativas de inflación, de modo que un tono más hawkish es seguido por una revisión a la baja de la inflación esperada con respecto a la inflación actual. Esta asociación es más fuerte cuando las decisiones de política son unánimes. Destacamos el papel de la comunicación del banco central en la transmisión de información relevante para la formación de expectativas de inflación.
