Abstract

El desarrollo de la movilidad eléctrica es prioritario en el marco de las políticas de descarbonización de la economía. El presente estudio analiza, desde un punto de vista de competencia y buena regulación, las actividades relacionadas con los servicios de recarga en puntos de recarga de acceso público, con el fin de identificar ámbitos donde exista margen para promover la competencia y la eficiencia del sector. A fin de hacer propuestas de mejora, el estudio recomienda lo siguiente. Primero, adoptar una normativa eficiente y procompetitiva para el despliegue de la infraestructura de recarga. Segundo, reducir las cargas burocráticas a lo imprescindible. Tercero, promover la competencia y eficiencia en las concesiones administrativas para la instalación de puntos de recarga. Cuarto, promover la transparencia y capacidad de elección de los consumidores. Quinto, diseñar las obligaciones y ayudas públicas de forma procompetitiva. Sexto, mantener una supervisión reforzada y valorar nuevas herramientas de investigación de mercados.
