A Methodological Proposal for the removal of the "small district effect" in the elaboration of the free housing price

Abstract

The aim of this research is the proposal of a change for the methodology used by the SubdirecciÛn General de InformaciÛn y EstadÌstica del Ministerio de Fomento to elaborate the price of the free housing square meter published in the monographs ìÕndice de precios de las viviendas. EstadÌstica de precio medio del m.2 (datos obtenidos de las tasaciones hipotecariasî. The aforementioned methodological consideration would avoid the named ìsmall district effectî and supply housing prices which are more realistic and more consistent with the reality existing in the real estate market, especially, in provincial capitals. The consequences of the proposed methodological change are very important since the growth rates evolution of the free housing prices changes significantly in many spanish provinces, which has a direct effect on the housing policy, the fiscal policy on real estate assets, ...
