Determinantes de los Niveles de Integración Regional en las Dos Últimas Décadas

Abstract

El comercio intrarregional en América Latina es reducido, de crecimiento pobre y heterogéneo por sub regiones. Se estimó un modelo gravitatorio de comercio con nuevos datos: comercio interno, aranceles aplicados NMF y preferenciales. Se modificó la especificación convencional al incluir el número de relaciones bilaterales liberalizadas (NRBL) del exportador y el importador. El análisis abarcó a 112 países en el período 1995-2015 para la agricultura y la manufactura. El comercio aumenta con menores aranceles NMF del destino (apertura unilateral). Dentro de los acuerdos crece con más liberalización preferencial; más NRBL del exportador (aprendizaje en el uso de las preferencias), y menos NRBL del importador (dilución de preferencias). El NRBL del exportador y el importador juntos tienen un efecto positivo (facilitación del comercio). Para América Latina la heterogeneidad es lo característico, desde el extremo proteccionista del MERCOSUR al mayor desempeño aperturista de los países de Centro América, y la CAN con un comportamiento intermedio.
