Los Servicios Basados en Conocimiento: ¿Una Oportunidad para la Transformación Productiva en Argentina?

Abstract

Los objetivos de este documento son: i) aportar nueva evidencia respecto de las características y dinámica de los “servicios basados en conocimiento” (SBC) en Argentina; ii) analizar su rol en el nuevo escenario productivo y tecnológico global; iii) presentar el panorama de las políticas públicas con impacto sobre los SBC tanto en la Argentina como en el exterior; y iv) discutir el rol que estas actividades pueden tener en el proceso de desarrollo del país y sugerir algunos lineamientos generales de política tendientes a aprovechar las oportunidades existentes en este ámbito. Los SBC absorben, generan y difunden conocimiento, y por esa vía contribuyen al aumento de la productividad global de la economía. Asimismo, hoy son fácilmente exportables gracias a las tecnologías de la información y las comunicaciones (TICs). Pero si bien las exportaciones directas de SBC han aumentado fuertemente a nivel mundial en los últimos 20 años, tanto o más relevante aún es su creciente contribución a las exportaciones de otros sectores industriales o primarios.
