Organización y Financiamiento de la Provisión Pública de Salud en un País Federal El caso argentino

Abstract

Tomando en consideración la fragmentación (organizacional, territorial, de financiamiento y, consecuentemente, de derechos) que presenta el sector de atención de la salud en Argentina, así como la ausencia de instancias adecuadas de coordinación entre instituciones, el presente estudio tiene por objeto general el análisis de la provisión pública descentralizada de salud. Se hace especial hincapié en los aspectos vinculados con el federalismo, intentando presentar la organización de la provisión pública de salud considerándola como parte de un sistema más amplio y fragmentado. De manera particular, se analizan las diferentes alternativas del gasto público en salud, su estructura (de acuerdo con diferentes clasificaciones), los recursos utilizados y otros aspectos que serán de interés para definir los desafíos del sector a los fines de lograr un sistema de cobertura universal, coordinado y solidario.
