Abstract

Excerpt from the Executive Summary: The fundamental objective of the Food Stamp Program (FSP) is to increase the capacity of low-income households to purchase food and obtain a nutritionally adequate diet. To accomplish this objective, the design of the program's benefit structure relies on several important assumptions about how low-income households spend their income. FNS sought information about the accuracy of these assumptions by funding a research project to analyze the actual expenditure behavior of low-income households based on data from the Consumer Expenditure Surveys (the CEX). This report presents the results of the investigation.
