Getreideproduktion In Der Ukraine -- Eine Komparative Analyse Von Produktionskosten

Abstract

The following Discussion Paper aims to analyse the development path and profitability of grain production in Ukraine, which is one of the most important production branches of most Ukrainian agricultural companies. Methodologically, individual farm analysis and horizontal farm comparison are used. The cost benefit analysis has been widely used for farm analysis of the agricultural sector in market economies. However, only few applications could be observed in agribusiness research in Ukraine in the last years, presumably because of missing or unreliable data. Thus, the goal of this paper is to apply a standard farm management instrument for enterprise analyse in agriculture of a transition country. The results show small differences in production costs between successful and less successful enterprises. Therefore, the assumption that competitiveness of grain production in Ukraine is dependent not only on low production costs could be proved. In fact, the management should concentrate more on achieving higher yields by implementing suitable farm strategies. At the same time Ukrainian grain producers should reduce the farm production costs in order to achieve efficient allocation of resources and advantages of location as well as to realise its huge potential in grain production. ZUSAMMENFASSUNG In der vorliegenden Arbeit wird der Versuch unternommen, den Entwicklungsstand und die Wirtschaftlichkeit des wichtigsten Betriebszweigs vieler landwirtschaftlicher Unternehmen in der Ukraine, der Getreideproduktion, zu analysieren. Als methodisches Instrumentarium werden dabei die einzelbetriebliche Analyse sowie der horizontale Betriebsvergleich eingesetzt. Während die Kosten-Nutzen-Analyse in etablierten Marktwirtschaften ein traditionelles Konzept der Betriebsanalyse darstellt, liegen für das Agribusiness der Ukraine bislang nur sehr wenige Anwendungen vor. Zum großen Teil ist es mit der Nichtverfügbarkeit bzw. Unglaubwürdigkeit von einzelnbetrieblichen Daten verbunden. Insofern ist das Ziel der Arbeit, ein klassisches betriebswirtschaftliches Verfahren im Agrarsektor eines Transformationslandes auf der Mikroebene einzusetzen. Die erzielten Ergebnisse zeigen, dass angesichts der Höhe der Produktionskosten bei einer faktorbezogenen Betrachtung keine größeren Unterschiede zwischen erfolgreichen und weniger erfolgreichen Betrieben feststellen lassen. Somit wird die These gestützt, dass die Wettbewerbsfähigkeit der Getreideproduktion in der Ukraine nicht nur durch niedrige Kosten bestimmt wird. Vielmehr muss die Unternehmensführung auf die Erzielung hoher Erträge ausgerichtet werden. Dabei muss ein konsequentes Kostenmanagement verfolgt werden, um in der Zukunft die Standortvorteile ukrainischer Großbetriebe besser auszunutzen und die Leistungsfähigkeit der Getreideproduktion ausschöpfen zu können. РЕЗЮМЕ ПРОИЗВОДСТВО ЗЕРНА В УКРАИНЕ СРАВНИТЕЛЬНЫЙ АНАЛИЗ ПРОИЗВОДСТВЕННЫХ ИЗДЕРЖЕК В данной работе анализируется статус развития и рентабельность производства зернa в сельскохозяйственных предприятиях Украины, которое является одним из основных в валовом производстве большенствa украинских сельскохозяйственных предприятий. В рамках работы используется метод сравнительного анализа отдельных предприятий, а также горизонтальноe сравнение результатов економической деятельности предприятий. В то время как анализ соотношения "затраты-эффект" широко применяется для анализа сельскохозяйственных предприятий в странах со рыночной экономикой, в Украине научно-обоснованные результаты такого анализа существуют лишь в ограниченном количестве. Это объясняется в большей степени отсутсвием или недостаточной достоверностью экономических показателей сельскохозяйственных предприятий. Таким образом цель данной работы это применeние классическoго инструментa экономическoгo анализа на уровне предприятий в аграрном секторе страны с переходной экономикой. Результаты анализа показывают незначительноe различие величины производственных затрат в успешных и менее успешных предприятиях. Таким образом, подтверждается предположение о том, что конкурентнoспособность производства зерновых культур в Украине зависит не только от производственных затрат, но и от других факторов. При этом менеджемент предприятий при стремлении увеличить урожайность культур, должен постоянно контролировать уровень производственных затрат. Это будет способствовать более эффективному использованию преимуществ местными производителями и увеличению производства зерновых в будущем.
