El impacto de la licencia municipal en el desempeño de las microempresas en el Cercado de Lima

Abstract

Identificar los efectos de una licencia de operación en el desempeño de las empresas se ha vuelto cada vez más importante frente al creciente uso de reformas de simplificación en Lima y otras ciudades de América Latina. Este estudio busca identificar el impacto de la licencia de funcionamiento municipal en el desempeño de las microempresas de Lima Cercado mediante un diseño de investigación experimental. Para ello durante un periodo de dos años y medio, se siguió a una muestra de microempresas en el Cercado de Lima en cuatro rondas de encuestas. Entre la línea de base y la primera encuesta de seguimiento, se implementó un ejercicio de incentivos, mediante el cual a una sub-muestra de empresas seleccionada al azar se les ofreció un incentivo monetario para obtener la licencia, con el objetivo de de generar la variación exógena necesaria para identificar adecuadamente el impacto de la licencia. Los resultados muestran que la licencia municipal no tiene efecto en los indicadores de desempeño de las empresas, sean variables de resultados (desempeño) como ingresos y ganancias por trabajador o variables de resultados intermedios como número de empleados, acceso al crédito e inversión en infraestructura y maquinaria (insumos).
