Effects Of Contract Rail Rates On Level Of Grain Bids At Country Elevators

Abstract

An econometric model was used to compare grain bids at contracting and noncontracting elevators, before and after the Staggers Act became law. Passage of the Act was associated with a decrease in basis of 20 cents/bushel. Implied rail rates from contracting elevators were 12 cents below those without contracts.
