Abstract

Während auf kommunaler Ebene Integration schon seit Ende der 1970er Jahre thematisiert wird, wird erst mit dem ersten deutschen Nationalen Integrationsplan (NIP; Bundesregierung 2007) und dem Nationalen Aktionsplan (NAP; Bundesregierung 2011) Integration zu einer der führenden Policies in Deutschland erklärt. Leitend hierbei sind das interkulturelle Integrationsparadigma sowie die "Integration vor Ort" im Bereich der Kommunen. Aber für Menschen mit und ohne Migrationshintergrund erscheint Integration schon jetzt mehrdimensional, jenseits essentialistisch konstruierter tradierter Container-Kulturräume. Kommunen wie Frankfurt am Main reagieren auf diese Entwicklung mit neuen Konzepten wie diversity, ohne aber dabei den neuen Identitätskonstruktionen, die sich transgressiv jenseits kultureller, ethnischer, nationaler oder territorialer Zugehörigkeiten vollziehen, völlig gerecht zu werden. Der Beitrag beschreibt die Schwierigkeiten bei der Umsetzung dieser Konzepte und macht Vorschläge für neue transversale Methoden in Wissenschaft, Politik und Planung.
