Regionale Einzelhandelskonzepte: Steuerungsinstrument mit Zukunft

Abstract

Regionale Einzelhandelskonzepte gehören zu den informellen Instrumenten der räumlichen Planung. Sie vermitteln zwischen örtlichen und überörtlichen Interessen, sie schaffen Brücken zwischen Landes- und Regionalplanung einerseits und kommunaler Bauleitplanung andererseits. Mit regionalen Einzelhandelskonzepten wollen verschiedenste Akteure der Wirtschaft und der Verwaltung, in der Regel in freiwilliger Zusammenarbeit, flexible und situationsgerechte Lösungen für aktuelle und grundlegende Fragen der regionalen Einzelhandelsentwicklung finden. Gute Erfahrungen, die mit regionalen Einzelhandelskonzepten gesammelt wurden, lassen die Übernahme regional relevanter Elemente in einen Regionalplan sinnvoll erscheinen. Gemeinsames Planen und Handeln mit regionalen Einzelhandelskonzepten sind eine geeignete Grundlage, um daraus regionalbedeutsame Bestandteile, z. B. Standortbereiche und Verflechtungsbereiche für die Abstimmung über großflächige Einzelhandelsprojekte, in Regionalpläne zu integrieren.
