Wann macht ein Raumordnungsverfahren Sinn?

Abstract

Obwohl das Raumordnungsverfahren ein wertvolles Koordinierungsinstrument zur Prüfung der Raumverträglichkeit ist, muss diese nicht unbedingt in einem Raumordnungsverfahren geklärt werden. Sofern eine Planung oder Maßnahme erkennbar den Zielen der Raumordnung entspricht oder widerspricht, wird in der Regel auf ein Raumordnungsverfahren zu verzichten sein. Da dieses keine eigenen Ziele definiert, werden Fallkonstellationen diskutiert, in denen stattdessen oder ergänzend ein Planänderungsverfahren sinnvoll sein kann. Ferner wird dargestellt, dass auch die Prüfung von Trassen- oder Standortalternativen Teil eines Planänderungsverfahrens sein kann. Deutlich wird darauf hingewiesen, dass die Wahl des besten Vorgehens stark von den spezifischen Bedingungen der einzelnen Länder abhängt, weil z. B. die Zieldichte in den Raumordnungsplänen sehr unterschiedlich ist.
