Abstract

Der Beitrag legt den Fokus auf die Aktivitäten des Eurodistrikts PAMINA im Bereich des grenzüberschreitenden Arbeitsmarktes einschließlich der dazugehörigen Maßnahmen bei der Aus- und Weiterbildung. Konkrete Bedarfe und praxisorientierte Lösungsansätze einer dynamischen Arbeitsmarktregion treffen auf die komplexen Herausforderungen eines Mehr-Ebenen-Systems, dessen Governance immer noch Entwicklungsbedarf aufweist. Eine Konstellation, die manch vielversprechende Idee beim Implementierungsversuch scheitern lässt. An der Schnittstelle zwischen nationalen und grenzübergreifenden Metropolregionen sowie im Einflussbereich der europaweit größten Pendlerströme (Oberrhein und Großregion) erprobt der Eurodistrikt PAMINA eine lokale Strategie, welche vornehmlich auf einer Plattform zur Zusammenführung kompetenter Akteure basiert und zugleich auf eine größere Kohärenz von Maßnahmen und Förderpolitiken abzielt.
