Abstract

Zwischen Kommunen in polyzentralen Räumen bestehen vielfältige Wechselbeziehungen. Aufgrund der fehlenden Übereinstimmung der administrativen Grenzen mit den Wirkungsgrenzen von Maßnahmen kann es zu Fehlentwicklungen kommen. Hinzu kommen neue Herausforderungen wie die internationale Standortkonkurrenz und der demographische Wandel, die durch einzelne Kommunen kaum mehr zukunftsfähig zu bewältigen sind. Eine Lösungsmöglichkeit hierfür ist interkommunale Kooperation. Sie kann dazu beitragen, die regionale Handlungsfähigkeit in polyzentralen Räumen zu gewährleisten und zu verbessern. Allerdings stehen ihrer Initiierung und Umsetzung politisch- administrative und finanzielle Hemmfaktoren entgegen, die überwunden werden müssen. Trotzdem kann interkommunale Kooperation gelingen, wenn bestimmte Erfolgsfaktoren berücksichtigt werden, wie in diesem Beitrag am Beispiel der Stadt- Umland-Kooperation Elmshorn gezeigt wird.
