Abstract

This research systematizes the concepts of the industrial sector of the regional economy and the tools and mechanisms for its safe development. The authors emphasize the key role of the regional industrial complex as a pillar for local authorities, aimed at creating conditions for its safe and sustainable growth. The relevance of this topic stems from a variety of reasons, primarily the significant contribution of the industrial sector to the gross regional product. Additionally, the industry attracts external investors and facilitates innovative regional development through production. This assertion is supported by its multiplier effect: the high competitive quality of industrial products enhances investment appeal and ensures their successful promotion within Russia and internationally. The industrial sector forms a substantial share of the gross regional product. The growth of innovation in the industrial sector serves as a driving force for developing the real sector of the regional economy, with digital transformation beginning with the modernization of industrial production. The research conceptualizes the term “economic security of an enterprise” through the lens of industrial policy, defining it as a stable condition that ensures the harmonious development of the regional economy and ultimately improves the population’s standard of living. The work provides an expanded analysis of the stages of formation and development of industrial policy in Russia, enriching it with the inclusion of a phase dedicated to establishing ecological security within the sector. It also summarizes the most effective tools and mechanisms to ensure the economic sustainability of the region’s industrial sector.
