Abstract

This research presents the results related to developing a risk map during the design of the Roadmap for Implementing the Action Plan within the framework of the Concept for the Development of Wholesale Food Markets in the Russian Federation. These results include the analysis of potential problems and obstacles that may arise during the project’s execution. Based on the analysis of barriers and the increasing involvement of consumer cooperative representatives in creating and developing wholesale food markets, the authors identified the main categories of risks that could significantly impact the project’s successful implementation. These risks pertain to various aspects of developing and operating wholesale food markets. The authors propose key approaches to managing risks associated with the development of the Roadmap Project and justify the need to incorporate additional measures to enhance the project’s resilience and adaptability. This ensures protection against negative scenarios and reduces the likelihood of delays and disruptions. These approaches will increase the probability of successful project implementation by addressing potential obstacles and delays. The proposed measures adopt a systemic approach to risk management, considering their multifaceted nature: financial, legal, infrastructural, and related to stakeholder engagement.
