Abstract

The impressive achievements in developing a PCIPHC delivery system include the health service packages for the target populations, the integrated delivery system, team-based services, service quality improvement, digital technology introduction, and patient empowerment. These efforts have led to more comprehensive, continuous, and coordinated care.Despite these achievements, there remain challenges in the performance of PCIPHC. On the supply side, the lack of qualified PHC workers persists. Additionally, the integration of information, provider payment, continuous quality improvement (CQI), and system support mechanisms faces significant challenges.Key strategies to promote the continuous development of PCIPHC include strengthening the PHC workforce, enhancing information systems, realigning financing mechanisms and incentives, implementing a CQI model with the Plan-Do-Check-Act cycle, and forming tight county alliances.
