I wish to thank Professor Kaufman for the opportunity to speak at this conference and for the chance to catch up with some longtime friends.In line with this conference 's theme, I will highlight some of the ways in which the rules have changed. But even more so and with great disappointment, I will highlight how much the underlying economic and political forces have not changed…
