Abstract

According to a report of the International Energy Agency (IEA), Taiwan’s total carbon dioxide emissions per year increased by about 140% from 114.59 million tons in 1990 to 274.93 million tons in 2007. Since the Kyoto Protocol, the international community has repeatedly discussed the responsibilities of different countries to reduce greenhouse gas emissions. While Taiwan is not a contracting state to the “United Nations Framework Convention on Climate Change” (UNFCCC), it approved the “Framework Policy of Sustainable Energy” on 5 June 2008 in the hope of improving energy efficiency, developing clean energy and ensuring stable energy supply. The annual carbon dioxide emission of Taiwan, on average, was 260.85 million tons during 2008–2012. The carbon dioxide emission was 256.61 million tons in 2012, equivalent to the level in 2004.
