Abstract

Implementing Sustainable Development Goals (SDGs) occurs within a constantly changing external environment and shifts in countries’ domestic policies. This underscores the necessity of adapting these goals to the demands of economic stability, social comfort, and environmental sustainability. Consequently, the reassessment and reformulation of these goals in the context of environmental protection, digitalization, industrialization, and shifting technological paradigms have become an urgent necessity. The system of SDGs, consisting of seventeen key objectives, is designed to be flexible, allowing for their reorganization and grouping. This approach makes it possible to integrate goals related to developing domestic productive and non-productive sectors and promote initiatives to minimize environmental damage and enhance living conditions for current and future generations. The proposed mathematical formulation of the tasks of modernizing and consolidating the SDGs represents a system of transition within which certain conditions of economic stability, satisfactory environmental quality, and population welfare must be achieved. The SDGs must also align with the strategy for achieving the technological sovereignty of Russia, which is impossible without the creation and implementation of critical domestic technologies at innovation-oriented enterprises that reform production through innovative technologies, particularly the best available technologies.
