Cooperation, Self-Regulation, and Decarbonization as Key Factors for Sustainable Regional Development

The sustainable development of regions is carried out based on targeted programs that poorly consider the tasks of reducing the consequences of environmental degradation. The role and place of decarbonization in the development of the global economy are well recognized. This can be illustrated on the example of a specific republic within the Russian Federation. This research aims to propose a concept and tools for ensuring sustainability, considering the tasks of its development. This research used official statistical data and the author’s calculations. The authors clarified the categorical apparatus of the proposed concept, including “sustainability of regional development” and “structural predisposition to development.” The system-forming factors include cooperation, balance of socio-economic resources, structural predisposition to development, and others. The methodology and mathematical tools for ensuring the self-organization of regional development are revealed. Implementing environmental engineering projects at the regional level through a cooperative strategy will foster the creation of a self-organizing, regenerative mechanism aimed at achieving sustainable development goals. The authors proposed a conceptual model for a decarbonization project that incorporates the diagnostic results of the developmental trajectories of key regional subsystems, emphasizing a balanced consideration of social and environmental interests. Furthermore, the authors justify a series of systemic actions for developing and implementing alternative energy projects to ensure sustainable development.
