Abstract

The research aims to identify and characterize the key areas and forms of application of green public–private partnership (PPP) in support of climate-resilient development. The analysis of the depth of current climate problems and the advantages of PPP substantiates the urgent character of developing the forms and expanding the scope of application of such partnerships to strengthen climate resilience. There is a special emphasis on promising areas and forms of application of green PPP with the identification of the essential features, advantages, and disadvantages of classic PPP forms (concession agreement and PPP agreement (municipal–private partnership)) and quasi-PPP (energy service contract, offset purchase agreement, and life cycle contract) used in climate projects. The authors recommend a comprehensive set of legal, economic, organizational, managerial, and technological measures for both the state and businesses to implement. These measures aim to expand and improve the quality of green PPPs to ensure climate-resilient development. In developing these recommendations, the authors concluded that it is essential to assess the compliance of each PPP project with climate resilience criteria and calculate the climate impact resulting from its implementation.
