Abstract

This chapter examines whether current regulatory trends align with recent competitive shifts in the European parcel delivery sector. E-commerce growth has driven a surge in parcel volumes and increased consumer expectations for delivery quality. The market now features more operators and diverse business models. In this context, we assess regulations addressing the transfer or leveraging of market power, emphasising the need to distinguish between exclusionary conduct and pro-competitive synergies. Misguided regulation could stifle competition, raise prices, and hinder innovation.
