Immigration Policy in the United States

Abstract

This chapter presents a brief history of U.S. immigration policy. U.S. immigration policy has varied greatly over the country’s history, going from complete openness at the time of independence to a rigid ethnic quota system in the early twentieth century, and now back to a more open, albeit confusingly regulated, system at the start of the twenty first century. The chapter attempts to answer the seven questions posed in the Introduction to this section for each of the distinct immigration policy regimes.
