Abstract

This study investigates the perception of various stakeholders in Croatia who directly and indirectly participate in the preparation and implementation of projects funded by EU funds, as well as those who consume the results of these projects. Specifically, it examines the attitudes of public officials, consultants, and citizens to determine their views on the benefits and achieved effects of individual projects funded by EU funds before financing and after implementation. The aim is to ascertain whether the effects of individual projects are real and meet expectations. Through a detailed survey questionnaire and statistical data analysis using repeated measures ANOVA, the study aims to determine the interaction between these target groups over time. The results show that there is a significant difference in the attitudes and expectations of individual projects among different target groups, as well as a substantial difference in opinions about the effects before and after the implementation of the projects.
