Abstract

Artificial Intelligence (AI) has become a key focus in public governance, both in theory and practice. However, current research within academia tends to favor normative analysis, limiting opportunities for theoretical validation and evidence-based decision-making. This paper adopts a new approach by conducting a systematic literature review of 153 empirical articles from different databases, including Web of Science, Scopus, and Google Scholar. It introduces two main research paradigms: “AI as the object of governance” and “AI as a governance tool.” The study explores key themes within each paradigm. The first examines national strategies and governance design, while the second investigates technology adoption, organizational use, and the broader social impacts of AI. Each theme includes multiple sub-issues, offering a rich array of insights. This paper aims to highlight current research trends, help scholars select meaningful topics, refine theories, and employ robust methods for empirical studies. It also seeks to create a knowledge map that encourages further research into AI and public governance, fostering an active and growing field of inquiry. This review facilitates the decoding of the intricacies of AI’s role in shaping the future of governance.
