London and Paris: Pathways to Net-Zero Emissions

Abstract

This paper analyzes London and Paris’s policies, challenges, and progress in achieving net-zero carbon emissions. It evaluates sector-specific trends and key initiatives, addressing three research questions: What steps have the cities taken? What measurable progress has been made? What challenges remain? Using emissions data from 2019 to 2023 from the London Datastore and Paris’s RAMCES system, the study analyzes total CO₂ emissions alongside transportation, industry, and residential energy use trends. Findings show that Paris has reduced emissions faster, particularly in industry and transport, while London has prioritized infrastructure investments with long-term sustainability goals. Both cities have successfully cut power sector emissions, but challenges remain in decarbonizing transport and heavy industry. This paper examines the efforts and progress of London and Paris, which serve as insights that can guide cities worldwide in developing strategies to achieve their net-zero goals.
