Driving Innovation in Public Health Organizations: The Dynamic Roles of User Innovators and Technology Partners

Abstract

Digital innovation drives healthcare transformation, but its adoption in public institutions remains slow and complex. This study examines user innovators—employees leveraging clinical expertise to develop digital solutions—and their collaboration with technology partners. Through a 15-year retrospective case study and process analysis, the research introduces a fifth phase in the digital innovation process—dissemination—which focuses on scaling projects for large-scale adoption. The concept of user innovation is redefined as a dynamic process, highlighting the evolution from regular users to user innovators and lead users. Additionally, the study identifies the ‘former user innovator’ as a new type of contributor to innovation.
