Abstract
The presented article aims to consider the implementation of the youth policy system as part of the use of physical education and sports as a tool for sustainable development of youth. The analysis relies on a pool of statistics that include some results from a secondary analysis of sociological indicators. The data and indicators are contained in the reports for 2020–2022 and demonstrate the success of the implementation of the state program of the Tatarstan Republic (Tatarstan) for development of physical culture and sports for 2019–2025. The location of the analysis is presented at the regional level and reported Ministry of Sports of the Tatarstan Republic. Sociological analysis made it possible to implement the set task of consideration of features and implementation of regional youth policy on Governance and Development of physical culture and sports. From the author's position, the use of methods of secondary analysis of empirical data and analysis of statistical indicators as informative tools on a question of policy research in the field of youth relations and sports and physical education is justified. Sociological data for 2021 presented by the Russian Public Opinion Research Center (JSC «VCIOM») were also used to implement this task. The provisions of the regulatory and legislative framework in the field of programs or development of physical education and sports of Tatarstan were summarized and interpreted. Possible solutions for leveling derivation factors that stagnate access and the possibility of playing sports and physical education as part of the practice of researching sports infrastructure in the Tatarstan Republic and the regions of Russia are also indicated. The presented results and conclusions can be applied, and in some cases be a guideline in the infrastructure and program solution in matters of sustainable development and popularization of sports, including a number of priorities within tasks to perform youth policy.
