Methodological Approaches to Assessing the Digital Maturity of a Service System in the Context of Managing the Digital Transformation of Transport Infrastructure

Abstract

The relevance of the topic for this article arises from need to optimize approaches in assessing the digital maturity of the service system in the management of digital transformation of transport infrastructure by including several parameters to the existing ones. The purpose of the article is to present the authors’ approach to the “assessment of digital maturity of the service maintenance system in the process of spatial interaction management of the digital transformation of transport infrastructure”, the development of the elements of the structural algorithm for managing the interaction of transport infrastructure transformation within the digital space and the principles of implementation of approaches to assessing the digital maturity in the service maintenance system in the transport sector. The authors analyzed the system of performance indicators of measures and tools for assessing the level of digital maturity of the transport service system and the readiness of companies to transform transport infrastructure. The study of the problem of managing the digital transformation of transport infrastructure by the possibility of developing and incorporating several new parameters to those already used was carried out using comparative (allowed to identify inconsistencies of existing theoretical approaches to management technologies), analytical (helped to identify factors of digital maturity of the service system in the transport sphere) and predictive (allowed to identify forms of interrelations and interaction of elements of transport infrastructure) methods. The novelty of the work lies in the fact that the authors have proposed approaches to assessing the digital maturity of the service system in the field of managing the digital transformation of transport infrastructure with the specification of seven main components (regulatory and legal framework of management, resource capabilities, digital organizational culture, the level of professional digital competencies, the availability of digital service infrastructure, etc.) and substantiated the criteria for assessing the readiness of companies to digital transformation, which are necessary for the development of digital services. As a result of the study, the authors proposed and substantiated theoretical views and methodological approaches to assessing the digital maturity of service provision in the context of managing the digital transformation of transport infrastructure, with the inclusion of a number of new parameters (factors of digital maturity of the service provision system in the transport sector; principles of implementation of approaches to assessing the digital maturity of the service provision system, forms of interrelations and interaction of transport infrastructure elements in preparation for the digital transformation of the transport infrastructure).
