Abstract

Economies and societies around the world are affected by the rapid progress in the field of digitisation, specific to knowledge-based societies. It is one of the aims of the European Commission to empower businesses and people towards a more equitable, sustainable and digitised future. In this regard, the EU has a set of key performance indicators that are designed to monitor progress – by 2030, at least 80% of the EU citizens should acquire basic digital skills and use digital ID, while 75% of the EU businesses are expected to use cloud computing services and AI. Since it is essential to measure the progress of the digital economy to ensure that the targets are met, the objective of this research was that of designing assessment models meant to: (1) indicate the progress made in the field of the digital economy in EU-27 in the case of each country, (2) signal risks with respect to countries not reaching the targets set by the European Commission by 2030, (3) explore the need of digital cohesion member states.This paper fills a literature gap by providing a progress assessment framework based on a unique set of key performance indicators. Results highlight great progress tracked on Internet accessibility and cloud space usage in the European Union.
