The State as the Leader in Fighting International Terrorism in the Globalized World

This paper reviews the conceptual analysis of terrorism as a challenge to social development. Moreover, it considers the basic level and forms the features of the impact of global terrorism on the occurrence of conflicts between civilizations in the world today and analyzes the mechanisms to combat it that is led by the state as the leader in fighting the international terrorism. We determine the main geopolitical, socioeconomic, and religious factors of the escalation of terrorism at the present stage and consider the forms of its manifestations. In addition, we investigate the problems of national security which depend on solving the problems of organizing counteraction to contemporary international terrorism. Theoretically, it is substantiated that security policy should cover directly preventive activities to prevent the emergence and development of terrorism, the elimination of its destructive actions, serving as the main element of the global system of countering the phenomenon in all its manifestations. Thence, we analyze the perspective directions of combating terrorism at the global and regional levels in the context of the development of security concepts. Finally, we determine the system of priority (leading) factors and existing approaches to realization of anti-terrorist strategy from the leading countries of the world.
