Comparative Study on the Economic Innovation and Development Indexes of Cities in the Pearl River Delta

Abstract

This study comprehensively and objectively constructs an urban-level economic innovation and development index evaluation system composed of 26 indicators in three dimensions: urban innovation environment, innovation resources, and innovation performance. The quantitative evaluation of the economic innovation and development of nine major cities in the Pearl River Delta is included as well, whose results show distinctive characteristics of this region. Shenzhen and Guangzhou, as economic innovation leaders, secure first and second place, respectively, presenting outstanding performance in the aforementioned three dimensions. Regarding the city differences in indexes, the research team explored and proposed corresponding measures from the lens of optimizing the market-oriented business climate, creating an enterprise-centered innovation system, shaping an open-based ecology of innovation, and creating an optimal environment for talent development. This study is poised to provide a reference for future research.
