Abstract

The ability to harness the innovation potential generated by the creation and diffusion of knowledge has become a major source of competitive advantage, wealth creation and improvements in the quality of life. The OECD Growth Study examined how such changes in the micro-drivers of economic growth challenge government policies, especially those in support to science, technology and innovation (Figure 8.1). A major conclusion was that increasing the efficiency of innovation systems to derive broad social and economic benefits from technical progress requires policies whose rationale and instruments fit the changing nature of innovation processes.
