The Baltic Post-Socialist Enterprises and the Development of Organisational Capabilities

Abstract

A crucial mechanism through which successful post-socialist economies will grow is the learning effort and development of organisational capabilities of their local firms combined with the acquisition of foreign technology. Their growth and techno-economic profile are determined by the way they will manage to develop their organisational capabilities, which are analysed here from a functional perspective as a problem of closing three gaps: product development, market development and management. A descriptive model of the growth of organisational capabilities is then developed which assumes that it is to be strongly determined by the sector and technology characteristics in which the enterprise finds itself. However, the development of organisational capabilities of post-socialist enterprises is modified by the specific enterprise characteristics (top management), privatisation context, the role of strategic partners and by the country’s macro-economic climate.
