Abstract

This chapter discusses various ways of financing a universal welfare state while maintaining its main characteristics. Their distributional consequences will also be discussed. It is expected that financial instruments should be able to finance a universal social policy and minimize distortions and disincentives that arise from the chosen method of finance.
