The Reform of Pay Determination in the Swedish Public Sector

Abstract

The Swedish public sector consists of three levels: the central government sector, the county councils and the local authorities. The central government sector has responsibility for the civil service, the social insurance system, the universities, the armed forces, the legal system (including the police) and infrastructure. The county councils handle public health and regional transportation and the local authorities take care of social welfare, basic education, the supply of land and housing, the supply of energy and water and garbage disposal services. Later in this section, the county councils and the local authorities will be referred to as the ‘local government’ sector.
